Palma de Mallorca’s island capital has approved new rules of conduct. They are intended to promote a calmer, more orderly, and more respectful coexistence.
This summer, tourists on Mallorca should be particularly vigilant. The island government has introduced a new catalog of penalties that regulates the behavior of tourists and locals and imposes high fines for violations. This is intended to counteract the growing problem of party excesses and mass tourism.
The newly published rules of conduct are intended to ensure respectful coexistence on beaches and in public places. Violations have been clearly defined and corresponding fines set. How high these are depends on several factors.
Mallorca tightens rules of conduct: These fines threaten in case of rule violations
The rules of conduct are listed in the Boletín Oficial de las Illes Balears (BOIB) and apply to the entire urban area of the island capital. The adjustments concern areas such as cleanliness, environmental protection, human dignity, noise protection, traffic regulations, and behavior in public spaces. According to the Mallorca Zeitung, the fine system is clearly structured and divides violations into minor, serious, and very serious offenses, with staggered penalties.
Minor offenses, such as buying from illegal street vendors, nudity in unauthorized places, or alcohol consumption on public streets, can be punished with fines of up to 750 Euros, according to the Mallorca Zeitung. More serious offenses, such as swimming with a red flag, “balconing,” wild camping, or leaving litter, result in penalties of up to 1,500 Euros. Very serious offenses, such as discriminatory behavior or highly disruptive alcohol consumption in public, can result in fines of up to 3,000 Euros.
The amount of the penalties depends on various factors: whether the violation was committed intentionally or negligently, the extent of the damage caused, whether the perpetrator gained an advantage, the social or ecological impact of the act, and whether it is a repeat offense within one year. Prompt compensation for damages can reduce the penalty.
Beaches for locals: Activist group plans beach occupation on Mallorca
The citizen movement “Mallorca Platja Tour” plans to symbolically occupy an island beach again soon. This first action of the summer is intended to demand beach areas for island residents during the high season, reports the Mallorca Zeitung. The protest should be carried out “with more force than ever,” according to the organizers. A specific date or location has not yet been announced.
“Keep towels, parasols, and banners ready,” it says on social media. They do not want to exclude tourists, but demand that locals can also enjoy the beaches in summer. However, the beaches are overcrowded, and access points are overloaded. “What used to be a place of tranquility is becoming a theme park,” complain the Mallorcans.
