A recent report by the Central Operative Unit (UCO) of the Guardia Civil, submitted to the Supreme Court, places Santos Cerdán, the PSOE’s organization secretary, at the center of new investigations. A text message from the top socialist to Koldo García suggests a possible manipulation of the PSOE primaries in July 2014, which Pedro Sánchez won against Eduardo Madina.
Incriminating Text Message at the Core of the Investigation
The message in question, dated July 13, 2014, is clear: “When you’re done, point out that the two who are missing have voted without anyone seeing you, and you’ve cast the two ballots,” wrote the then number three of the PSOE to García. This revelation is part of the UCO report, which highlights Cerdán’s involvement in a corrupt plot. In this affair, former minister José Luis Ábalos and his former advisor Koldo García are already under investigation. The relevance of this message underscores the possibility of direct influence on the party’s electoral process.
Koldo García: The “Santos Head of PSOE” Contact
According to screenshots in the UCO report, accessed by 20minutos, Koldo García was Santos Cerdán’s contact, whom he had saved as “Santos Head of PSOE” on his phone. In response to Cerdán’s instruction, García replied with a concise “That’s it.” This indicates a direct chain of command and a close relationship of trust.
Long-Standing Connection and “Strong Trust”
The UCO report analyzes the relationship between Cerdán and García based on seized devices from Ábalos’ former advisor. Investigators conclude that the connection “dates back at least to 2013 and was framed within the membership of the Socialist Party of Navarra.” Numerous messages exchanged between the two show a “subordinate-boss connection.” Cerdán is said to have assigned García “various tasks,” which demonstrates “strong trust of the former in the latter” – a trust that is now the focus of justice.
